Minutes:
Motion made by Marisa Shirley and seconded by Dr. Henry Martin to approve
minutes of August 11. Motion passed. Motion made by Dr. Henry Martin and
seconded by Mary Lou Mirino to approve minutes of August 18. Motion
passed.
New Business: The CFAB agreed to meet
on Tuesday, October 14 at 1:30 at the United Way to discuss recommendation
regarding mandatory licensure of family home day care facilities.
Public Participation: Subject:
Mandatory licensure of family home day cares. (Spanish translation
provided by Pete Ayala). Ana Laura Bolaris was a licensed provider but is
now registered. Her house did not pass the Health Department inspection
due to septic tank requirements because the system is too old. Her house
was built in the 1930’s. Cost of a new septic system is $5,000. Ms.
Bolaris stated she has not had problems with her septic tank. Maria
Ramirez, a licensed provider stated she wished there was financial
assistance for providers that need to update their septic systems. Both
providers stated that when subsidized funding is depleted, child care is
terminated. Parents are forced to take their children to work with them in
the field, or have their older children stay home from school to care for
younger children. Ms. Bolaris and Ms. Ramirez are the first two licensed
family home day cares in their area.
Advisory Board Participation: Alice
Johnson requested information from agency who would be responsible for
costs incurred for mandatory licensing. Mr. Williams advised if Council
passed ordinance not designating an agency, the responsibility would
default to the State, who would probably contract with CCRN. If the
Council passed the ordinance and designates an agency, the County would be
responsible for 75% of the costs. Currently four inspections a year are
conducted. If ordinance passed, only two inspections would be conducted.
Child care monies are separate from funding for inspections. Mary Bruno,
Marisa Shirley, Dr. Martin, Alice Johnson, and Mary Lou Mirino expressed
appreciation to tonight’s participants.
