Chair’s Report:
Chair requested staff to provide for
update on the financial needs based upon applications for funding. Staff
advised that funding for 2004-2005 was $2.1, 2005-2006 is $2.5 and
requested funding for 2006-2007 is $3.4 mil. Using the current per
capita rate for children and community funding, based upon the projected
population, funding would be increased by $57,134. Cultural Arts and
Children and Community funding are based on a per capita rate. Cultural
Arts has advised that they are requesting a $.50 increase in their
funding for 2006-2007. If the Board chooses to request an increase to
the Children and Community per capita rate the impact would result in an
increase of $551,000. The total amount of funding available with the
increase would be $3.2 mil. The amount of funding requested for existing
Children’s programs is $2,274,000. The requested amount for new
Children’s programs is $129,000. Funding requested for existing
Community programs is $980,000, and for new Community programs $105,590.
Staff advised that Cultural Arts expressed an interest in changing their
funding basis to a CPI rate for 2007-2008. Discussion ensued regarding
requesting a $.50 per capita rate increase. Motion made by Karen
Bourbonnais and seconded by Dave Evans to request from the County
Council an increase in the per capita rate of $.50. Motion passed. Board
discussed whether they wanted to pursue requesting only a CPI increase
as opposed to a per capita rate based on the population. Dave Evans
elaborated on the benefits of revising the funding formula to include
the population growth and increases in the cost of living. Mr. Evans
encouraged Board members to contact Council members on the need for the
requested increase. He stated that the “white paper” used last year to
request the additional per capita rate could be updated and submitted
again. The updated “white paper” will be sent to the Board so they will
be consistent in the approach to the Council.
