introduced themselves.
Minutes:
Motion by Dave Evans and seconded by Mary Bruno to approve minutes of
January 26, 2006.

Election of new Chair and Vice Chair:
Mary Bruno stated that current chair, MaryLou Mirino, has been doing an
excellent job and she has served her two year limit. Motion made by
MaryLou Mirino to nominate Dr. Henry Martin as Chair. Motion seconded by
Karen Bourbonnais. Motion passed. Motion made by Dave Evans and seconded
by Dr. Martin to nominate Deborah Denys as Vice Chair. Motion passed.
Election of Budget Sub-Committee: Dave Evans, Dr. Martin, Mary Bruno,
MaryLou Mirino, and Deborah Denys volunteered to serve on Budget
Sub-Committee. May 17, 2006 was set as the meeting date for the Budget
Sub-Committee in the Training Room of the Kelly Administration Building
at 2:00 p.m. Board set meeting date for full board for June 21, 2006 at
5:15 pm. Location to be determined.
Summer Camp: Staff provided
financial summary of last three years of funding and number of
applicants served for summer camp. Staff advised that budget is
allocated per quadrant based upon three year history on percentage of
participation. For example, Northeast is 22%, Northwest is 45%,
Southeast is 8% and Southwest is 25%. With Board approval the same
allocation method will be used. Motion made by Mary Bruno and seconded
by Dr. Martin to use any unallocated funds for summer camp scholarships.
Staff also provided copies of applications from interested providers for
summer camp. There are five applications. They are City of Daytona Beach
Leisure Services Dept, God’s Covenant Mission Center, New Hope Human
Services, The Salvation Army and Strong Tower Mission Center. Mary Bruno
inquired as to whether there were any problems with these providers in
the past. Staff advised there were no problems. Staff provided schedule
for summer camp applications and scholarship eligibility. Karen
Bourbonnais inquired as to whether parents are pleased that they have
options other than Leisure Services for camp. Staff advised yes. Dave
Evans asked if the summer camp agencies are monitored. Staff advised
that three of the agencies are agencies that receive CFAB funding and
have a County of Volusia monitoring. The other agencies are only
required to provide attendance sheets for participants, a current fire
inspection certification, proof of liability insurance, and verify that
staff have had background screen through abuse registry. Dave Evans
stated that percentages for funding of each quadrant are precise
percentages based on history, and questioned if it would help if staff
had the discretion to modify the percentages is necessary. MaryLou
Mirino asked how many special needs children applied for camp last year.
Staff advised there were 12 on each side of the county. Motion made by
Mary Bruno and seconded by Essie Smith to approve the five provider
applicants. Dave Evans requested a modification to the motion giving
staff the ability to vary the percentages for each quadrant slightly,
plus or minus 2% either way. Modification accepted by Mary Bruno. Motion
passed.
Staff reviewed documents presented to Board, schedule of agency
presentation, spreadsheet of previous year’s funding, current year
funding, and agencies request for 2006-2007 funding, and a listing of
errors in agencies application. Staff requested board authorization to
allow agencies until March 24, 2006 to provide corrections to the
application. Motion made by Mary Bruno and seconded by Dr. Martin to
allow agencies until March 24, 2006 to submit corrections to the County.
Motion passed. MaryLou Mirino requested that staff indicate which
agencies are profit and which are non-profit. Staff advised that one
agency application “For All His Children” had been delivered to one of
the satellite offices of the county and was not sent in to CFAB staff
until yesterday.
Frank Bruno, Volusia County Council Chair, presented a plaque of
appreciation to Reggie Williams on behalf of the CFAB in appreciation of
his dedication, support and leadership to the Children and Families
Advisory Board of Volusia County. He commended the Board on their
contribution over the years in improving the process. Mr. Williams
expressed his appreciation for the plaque and the recognition and stated
he will miss everyone.
Agency Presentations
Request from Claris Mac’Kie of Family Renew Community to change their
application so that their Holy Hill facility will include single parent
families and the Deland facility will include two parent families. There
is currently a waiting list for services and this would allow more
clients to be served. Motion made by Dr. Martin and seconded by Maria
Augustine to allow Family Renew to make the requested change to their
application.
Board requested that monitoring scores be available before agency
presentations to enable them to score more effectively. Staff will
comply. Staff will provide monitoring scores prior to budget
sub-committee this year.
